Round if less than or equal to
This tutorial shows how to round a number if it is less than or equal to a specific number using an Excel formula, with the IF and ROUND functions

ARGUMENTS GENERIC FORMULA
=IF(value<=less_equal_value,ROUND(value,0),value)
ARGUMENTS EXPLANATION This formula uses the IF function to check if the value that is to be rounded is less than or equal to a specific number. If the IF function returns a TRUE value, meaning that the number that is being tested is less than or equal to a specific number, the formula will round the number through the use of the ROUND function. If the number is greater than the specific value the formula will return the exact number that is being tested, without rounding it.
